City by City
Drafting and Passing Climate Emergency Policy
Declarations of Climate Emergency
By declaring that we are in a climate emergency and committing to addressing it in time to avoid the worst outcomes, local governments can become leaders of the climate emergency movement, and inspire others to do the same.
Hoboken, NJ and Montgomery County, MD have led the way by passing resolutions brought by TCM organizers unanimously. You can download the full resolution texts. Download their resolutions below, and use them as a jumping off point for drafting your own.
Creating a Local Mobilization Department
Mobilization at this scale and speed requires dedicated focus. A management apparatus with the authority and accountability to drive progress is an initial step for any serious mobilization. The City by City approach: establish a Climate Emergency Department within a local government, and provide it the powers needed align the city towards getting the job done.
The city of Los Angeles introduced a motion on January 17, 2018 to establish a Climate Emergency Department, the first of its kind in the nation. The department will be assigned the responsibility to drive LA’s mobilization. Inspired by their example, Montgomery County, Maryland's climate mobilization coalition has demanded the formation of an Office of Climate Emergency Mobilization.
